What the 2022 directions require
In April 2022 CERT-In directed VPN providers, cloud services and data centres to record customer names, addresses, contact numbers, the IP addresses assigned to them and the stated purpose of use, and to keep those records for five years. The directions bind services that operate in India. Several global VPN brands responded by removing their physical servers from the country. Notchless never had any here. Our cities are Dubai, Singapore, Amsterdam, London, Toronto and Sydney, and we hold no customer records, because we never collect them.
What stays illegal, with or without a VPN
- Piracy of films, shows, software and games.
- Betting and gambling where the law forbids it.
- Fraud, impersonation, threats and harassment.
- Unlawful content under the IT Act.
- A VPN hides traffic from your operator. It does not move you outside the law.
Myths
- "VPNs are banned in India." They are not.
- "Only some brands are legal." The law does not name brands. People ask is proton VPN legal in India, or the same about any other product, and the answer is that using it is lawful.
- "A VPN makes blocked content legal." It does not. Take the question are pakistani dramas banned in India. In 2025 platforms were told to drop content of Pakistani origin, and many channels were blocked for Indian viewers. A pakistani drama banned in India on a platform is reachable through a tunnel, but the order is not cancelled by the fact that you can reach it.
- "The police can see through a VPN." They cannot see inside the tunnel. They can still investigate accounts, payments and devices.
Local and private restrictions
In Jammu and Kashmir, district orders have prohibited VPN use for limited periods. Offices and colleges may forbid VPNs on their own networks, which is a matter of policy and not of law. Government staff may be bound by separate IT rules. Some banking and UPI apps refuse VPN connections as an anti fraud measure, and you can simply leave those apps outside the tunnel. None of this changes the basic position. This page is general information and not legal advice.
Using one responsibly
- 1Use it for privacy, for safety on public Wi-Fi and for lawful services that your network blocks.
- 2Pick a provider whose servers are outside India and that keeps no logs.
- 3Keep it away from piracy and betting. Notchless is not offered for either.

When the night ends, nothing stays behind
No account, so nothing for a log to point at, and no email, number or name on file. Our cities sit outside India, which keeps us outside the CERT-In retention rules. We would rather name that reason than pretend no law reaches us.
- Lights off, nothing kept
- No email, phone number or account
- No history of what you watched or opened
- Cities outside India, so its retention rules do not apply
- UPI or crypto, no stored card details
- No renewals, no silent charges
