Every city runs VLESS over Reality. On a filtered network it looks like ordinary HTTPS.
Two: what does free cost
A virtual private network for free is paid for with adverts, with caps or with your data. A capped tier from a company you can name is fine for a few minutes on station Wi-Fi. For an evening of video on Jio, the cap is gone by the second episode. Unknown free apps are the real danger, because some of them resell your connection. Our own version of free is honest and short: five days, everything included, no card, and then the key stops.
Three: which is best
No ranking can tell you, because every ranking is paid for. Check five things yourself: servers outside India, a clear logging statement, a protocol that survives filtering, payment by UPI, and a trial without a card. Then use it for three evenings on your own SIM. A service that passes all five checks and still crawls on your network at 10 pm is not the best for you, whatever a chart says. One that fails a check is not worth testing at all, however fast it may be.
Four: how does it work
A virtual private network or VPN is an encrypted tunnel from your device to a server elsewhere. Your operator sees the tunnel and not its contents. Websites see the server and not you. On a phone the idea is identical, which answers what is VPN for mobile. The phone has a built in VPN switch, and a virtual private network app fills it in. A virtual private network website or a virtual private network browser covers only one tab or one browser. People who ask what is VPN how does it works usually want just that one paragraph.

A few percent higher than normal, because of the encryption.
